Senate Committees to Consider Nine Bills by Senator Wiener on Tuesday and Wednesday
Sacramento – Senator Scott Wiener (D-San Francisco) will have nine bills in Senate Committee hearings on Tuesday (3/28) and Wednesday (3/29). These bills include efforts to allow cities to extend alcohol service hours to 4 AM, to modernize HIV criminalization laws, to protect California waterways from tar sands oil spills, and to require presidential candidates to release federal tax returns to appear on the California ballot. Bills will also include protecting LGBT seniors living in long-term care facilities, making it safer and more efficient for cannabis businesses pay fees and taxes, improving the CalFresh program, setting standards for water-efficient landscaping, and allowing for a mobile recycling program in San Francisco.

SB 709 -- Protecting California Waterways from Tar Sands Oils
Requires that any operator wishing to transport tar sands oil or other non-floating oil in or near a California waterway must have a contingency plan specifically outlining how it will clean up non-floating oils and identifying an organization that can and will engagement in that clean up.
SB 780 -- Supporting Water-Efficient and Sustainable Landscaping and Lawns
Sets statewide standards for design and installation of landscapes based on a watershed approach, with water-efficiency a key factor.

Allows, but does not require, local governments to extend alcohol service hours to a specified time between 2 a.m. and 4 a.m. for bars and restaurants.

Updates California criminal laws to approach transmission of HIV in the same way as transmission of other serious communicable diseases.

SB 149 – Presidential Tax and Transparency Accountability Act (joint author with Senator McGuire)
Requires a candidate for President, in order to have his or her name placed upon the general election ballot, to file his or her income tax returns for the 5 most recent taxable years with the Secretary of State at least 70 days before that election.

SB 219 – LGBT Senior Long-Term Care Bill of Rights
Strengthens protections for LGBT seniors living in long-term care facilities against discrimination based on sexual orientation, gender identity, gender expression, or HIV status.
SB 282 -- The Reducing Hunger Among Vulnerable Californians Act of 2017
Increases access to prepared food for low income homeless, elderly or disabled Californians and also creates employment opportunities for childless homeless adults.

SB 148 – Cannabis Safe Payment Bill
Makes it safer and simpler for cannabis business owners to pay state fees and taxes, which will encourage compliance with state laws and provide support for business owners.

SB 458 -- San Francisco Mobile Recycling Program
Grants San Francisco the authority to allow mobile recycling centers to qualify as full recycling centers under California law and thus to relieve surrounding small businesses of the onerous obligation of having to accept recycling for redemption.
