SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) legislation, Senate Bill 252, also known as the PET (Prohibiting Extraneous Testing) Act, passed the full Senate by a vote of 30-1. The PET Act ends the suffering of cats and dogs by prohibiting these household pets from being used in toxicity tests for products such as pesticides, food and color additives, and drugs. This bill exempts the testing of pet medications and pet products and testing for biomedical research and vaccines.

SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) legislation, Senate Bill 10, passed the Senate. SB 10 creates a voluntary, streamlined process for cities to zone for missing middle multi-unit housing. The bill passed with a bipartisan vote of 27-7, and now heads to the Assembly to be heard in policy committees.

SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) legislation, Senate Bill 519, which decriminalizes the possession and personal use of certain psychedelic drugs, passed the Senate by a vote of 21-16. Research from top medical universities shows that these substances can have significant benefits, particularly for treating mental health and substance use disorders. Decriminalizing their personal possession and use is part of the larger movement to end the racist War on Drugs and its failed and destructive policies.

SACRAMENTO – Senator Scott Wiener’s (D-San Francisco) legislation, Senate Bill 110, passed the Senate by a unanimous, bipartisan vote. This legislation will address the worsening methamphetamine addiction crisis facing our state. The Recovery Incentives Act legalizes the substance use disorder treatment known as “contingency management,” and authorizes Medi-Cal to cover it. Contingency management has proven to be the most effective method of treatment for methamphetamine addiction, and is frequently used as a treatment program by the Veterans Affairs Administration.

SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) Bar and Restaurant Recovery Act, Senate Bill 314, passed the Senate with bipartisan unanimous vote. SB 314 will extend the popular and successful outdoor dining and parklet regulations currently in place because of the pandemic. SB 314 will help California’s restaurants, bars, and music venues recover economically from the impacts of the COVID-19 pandemic by creating more flexibility in how they can serve alcohol, including where they can serve and how they can share spaces with other businesses.

SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) Senate Bill 357, the Safer Streets for All Act, passed the full Senate by a vote of 29-9. It now heads to the Assembly for policy committee hearings.

SACRAMENTO - Senator Scott Wiener (D-San Francisco)’s legislation Senate Bill 339, the Gas Tax Alternative Pilot, passed the Senate by a vote of 26-9. This pilot program, which allows California to study a road user charge based on vehicle miles traveled (VMT) instead of relying on gas taxes, is a critical strategy as the state transitions away from fossil fuels. Gas taxes fund California’s roads, highway system, and public transportation systems.

SACRAMENTO - Senator Scott Wiener’s (D-San Francisco) legislation, SB 221, which would require health plans and insurers to provide patients with timely follow-up care for mental health issues and substance use disorders, passed the Senate by a vote of 32-7. It will now head to the Assembly to be heard in policy committees.
